What is the Trainers Credential?

In August 2000, as a component of KIDS Now, the Early Childhood Development Authority accepted the recommendations of the Professional Development Council and the Credentials Work Group, establishing a new Early Childhood Trainer’s Credential.

How many trainers?

In April, 2003, the first Early Care and Education Trainer's Credential was issued. Since then, approximately 2,050 credentials have been issued to 1,170 trainers. Currently, there are over 600 active trainers.

Who reviews?

Applications are reviewed per policies established by the Kentucky Division of Child Care.

  1. Complete the 17 hour Fundamentals of Effective Training (FET) if applying for Levels 2-5. This training is recommended but not required for Level 1 and Specialty trainers.
  2. Complete the two ECE-TRIS training that will introduce you to the cabinet-designated system.
  3. Complete the Introduction to Resources in Kentucky for Early Care and Education Trainers (2 hours)
  4. Complete and submit the application.

You can complete the trainings in any order, however all trainings must be completed prior to submitting the application.

Complete applications should be mailed to the address listed on the cover page of the application. An original signature is required on every application. Faxed or emailed applications will not be considered. 
The Trainers Credential Coordinator will review applications for missing or incomplete information and contact the applicant immediately. Initial applications are reviewed quarterly and are scheduled on a first come, first serve basis.
The Early Care and Education Trainers Credential is active for three years. Trainers should reference the renewal requirements.
Trainers are able to update their personal record in ECE-TRIS.

Trainers wishing to renew their KY Early Care and Education Trainer Credential must complete the renewal requirements specific to the credential they hold. The Kentucky Early Care & Education Trainer Credential Levels 2-5 and Specialty must be renewed every three years.
Level 1 Credential is not renewable. Trainers at this level should apply for a higher level during the three years the credential is active.
Level 2-4 credential holders must obtain a total of 30 clock hours of training during the three years their credential is current to be eligible for renewal. Of these 30 hours, 8 hours must be obtained in Early Care and Education, 7 hours obtained in how to train other adults, and 15 hours from other related professional licensure, certification, credential or any of the two options above.  All training hours must be pertinent to Early Care and Education. Trainers must submit an application 30 days prior to the expiration date of their credential..
A Level 5 Trainer must submit an application 30 days prior to the expiration date of their credential.
Specialty Trainers must submit an application 30 days prior to the expiration date of their credential. Specialty Trainers should also include a current license, certification, credential, or specialized training certificates.
The Cabinet for Health and Family Services, Division of Child Care contracts with the University Training Consortium at Eastern Kentucky University to maintain a centralized database to track early care and education training in Kentucky. This system, ECE-TRIS (Early Care and Education Training Records Information System) is intended to meet the maintenance of records for trainers requirement as stated in 922 KAR 2:240, the Kentucky Early Care and Education Trainer’s Credential and Training Approval regulation.
As a credentialed trainer, it is your responsibility to ensure all training session information is entered into ECE-TRIS. When collaborating with an agency that provides data entry assistance, it is important for you to ensure the Maintenance of Record requirement is met.
Training information must be entered within ten (10) business days of the training, once complete documents must be submitted to ECE-TRIS. The trainer/agency must retain physical records for at least three (3) years.

According to 922 KAR 2:240 Section 15. Revocation of Credential. (1) The cabinet shall revoke a Kentucky Early Care and Education Trainer’s Credential from a trainer who: (a) Falsifies a record; (b) Fails to comply with the requirements as specified in Section 11 or 12 of this administrative regulation; or (c) Does not preserve the confidentiality of training and trainee records. (2) An individual whose credential has been revoked may: (a) Request a hearing as specified in 922 KAR 1:320; or (b) Reapply after a two (2) year period for a Kentucky Early Care and Education Trainer’s Credential.
